Basically you have to start in any of these leagues/cups and try to make their reputation get better.

In no particular order:

In India for the:​

• Indian National Football League
• Indian Super Cup
• Indian Federation Cup

In Slovakia for the:​

• Slovak Super Cup

In Northern Ireland for the:​

• Northern Irish Steels & Sons Cup
• Northern Irish County Antrim Shield
• Northern Irish League Cup

In the Republic of Ireland for the:​

• Irish League Cup

In Indonesia for the:​

• Indonesian Super Cup

In Singapore for the:

• Singaporean League Cup
• Singapore Cup

In Hong Kong(China PR) for the:
