Right now we have 14 participants. Which I think is great, cause we are trying this with "lower league" teams. I think I will start the transfer window in the next hour.

I presume that we're allowed the same amount of transfers as in Linecoigne's game? 3 senior players and 3 U19 players?

Also, I assume that our contract offers for players should exceed their current wage? So I can't go buy some cheap player on massive wages, and offer him £100 per week.

I think that the wage should be around either less or more than 30% of the current wage. This is more like a suggestion, so feel free do to as you like.

How do we know the club's reputation to appoint a manager? Or does it just have to be the same star rating in reputation as our team?

If you have in-game manager or fmrte, then you can check there. If you don't then do it by the star rating (+- half a star).

I suggest only signing players that are somewhat interested in joining Your club (scouting centre - only shouw realistic? transfers)
