Guaranteed Transfer? Does that mean that if I put a request in for anyone I get it, or only if another Chairman is going for them?

Yep, you get anyone, but the transfer must be realistic
 
Does Free transfer mean I can choose any realistic player (other than in user controlled side) and get them for free?
 
Would saying player reputation to be within half a star/star of club reputation be a good rule of thumb?

I've added myself as manager of my team when searching for signings. And have gone for players in player search that my assistant consider realistic.

When looking at (realistic) signings there really doesn't seem to be very much talent at all available to me, that is going to help take the club to the next level. So I guess I should invest my money into facilities which in turn should increase the clubs reputation and attract better players?
