Making a new badge or logo, any program?

well i haven't seen any but type in, photoshop shields in google and see the results for shapes

When I made my custom logos I just went with the flow of it and worked from scratch. I googled lots of stuff but there are no templates as far as I know apart from the basic shield type shapes.
