Making more league tiers.

I was wondering if anyone knew how to create more league tiers using the data editor.
For example, I'm trying to add maybe a Division 2 and maybe 3 to the Welsh Premier as to make the competition a bit more competitive.

I am not on my usual computer, as I am elsewhere, but I am sure that when you go onto the Editor, you go onto Add Nation(al) Rules, then 'Add Leagues to Current Structure' or something. Then you can add teams, leagues you created and others.
