Managing A Lower League Team

Right, so I want to manage my local team, Wexford Youths. They are in the lowest playable league in Ireland. They are expected to finish last. Basically what I'm wondering is how can I take over and do a good job. They barely have enough players to make the starting 11.

P.S. They have no money.

Sign people who are out of contract and add friendlies to make money. Loan players as well to help build the squad.
