I'm guessing you're managing in England if you're having work permit issues to try and make a board request for a feeder club to sort out work permits like in Belgium or Spain. This could be an issue if you're a lower league side though. If you can't get a work permit, it's just the game being realistic.

I've found a way that normally works. Take him on trial for 4 weeks a couple of times. Every time he's on trial try and sign him. Your'll get the usual messages and need to appeal for it but normally after the 2nd or 3rd time it usually gets pushed through.
