MLS Transfers

Can someone please provide me with an idiot's guide to MLS transfers?

I am playing as Philidelphia Union and have so far signed Marco Materazzi on a free, I could only offer him £4800 a week, nothing more, nothing less, why? And I don't understand international slots, designated funds, senior entry level etc.
