More Champions League places for countries

Hi, was wondering if it is possible to allocate more champions league places for a county. I want to allocate more champions league places for the welsh league as i've added Cardiff, Swansea etc to the welsh leagues. Any help would be appreciated, i've tried changing the teams around in the editor. E.g. replaced a russian team with Cardiff but it doesnt make any difference.

Doesn't matter really since Cardiff, Swansea and Wrexham will quickly earn them European place updgrades.
