My board never accepts the proposal to 'negotiate' the player bid for me.:/

For example:
I'm Tottenham, in 2011/12, and i want Gervinho, as I sold Lennon and Kranjcar isn't performing. So, they want £10 million, and i have £5.6 million. My scout reckons he would perform amazingly, but the board just won't accept any of my proposals to negotiate it.

Only proposal I've ever had accepted was when I was Stoke, I asked the board to sign Ronaldinho, and they did. I'm guessing the signing has to be beneficial to shirt sales, etc.

offer 4 mio and 6 mio with monthly installements that should be enough to get him. The board does often do things that aren't understandable

Yea ive had a few accepted before! Hazard for Arsenal and M'vila for villa. i must just be lucky!
