my skins are being saved as .rar is this right?

I download skins off here and save them to the skins folder, however they are all saved a .rar and when I go to change my sknins in preferences none of them are there. Any help guys?

Cool I have done that. When into the game and chose the skin I wanted. It said loading skin image or something but still is the exact same
