My youth intake is poor why?

Ive been playing as Arsenal for 5 seasons now and the best youth i have ever got is a 3 star rating.

Ive upgrade everything i can all is now highest it can be but still Man u Chel Barca keep getting top youths.

Any ideas how i can improve my youth intake.

Has it got anything to do with coaches and players?

The only option they give me is to cut back.
