Napoli - DC - 5m budget

I am currently searching for a quality central defender for Napoli. I have around 5m to spend, but the player must be an EU national. Also, would prefer a player under 25. I am looking at Cedric Mongongu(Monaco), but would like some other options before committing.

Is Mongongu worth signing? Looks good.

Maybe David Wheater? Not sure if hes good enough though. Mongongu looks good but shame about his tackling and concentration. He may be prone to mistakes.

When I tried being Napoli I signed Nelson Rivas with great success, definitely available under 5 million, dint know about the age limit though.
