Nation Rules problem in fm11

Hi, guys, i made a national rule for England in a bid to change the new 25 player rules. When I finished it, and clicked on "test nation rules" in the editor, it said that it couldn't find competition 0 (zero) in the database. Can somebody tell me how to solve this, and what this means. BTW, i'm using patch and database 11.1.0...
PLEASE HELP!!!!!!!!!
