Naturalized players for my National team

Hello fellow managers, I have a question, so I'm managing a national team, and I have a few naturalized players, usually brazilians that adquired portuguese nationality. But they are only a few, and I know other players that have adquired Portuguese nationality and are uncapped but I can't have them added to my pool. My question is, is there any way to have them willing to play for Portugal, or do I have to wait until they want for themselfes or they aren't an option?
