offer lucas and skrtel for loan, then all the time man city come in for lucas and skrtel is chased by madrid, they will offer 0 obv initially for the loan, but negotiate 20m loan fee with both clubs and every time they end up going, so that swells ur budget by 40m, but reject loan bids from all other clubs otherwise it wont work.
