Need City Tactic

Im on second season with ManCity, finished first season 5 Bought a few players.. only good ones this time But i seem to have problems with my tactic.
I have probly the strongest squad in the pl but i cant still produce top results.

Here is my current squad:

GK: Joe hart, Asmir Begovic, Jack Butland

DR: Pablo Zabaleta, Micah Richards
DL:Alexander Kolarov, Jerome Boateng
DC: Nevan Subotic, David Luiz, Vincent Kompany, Andrea Ranocchia

MC:Nigel De Jong, Yaya Toure, Anthony Annan, Josip Ilicic, James Milner (winger also)
AMR: Mario Balotelli (striker also), Alexis Sanchez (striker also)
AMC: Javier Pastore, David Silva (winger also)
AML: Gareth Bale, Adam Johnson

FC: Edin Dzeko, and then i use as backup either balo or sanchez.

It's a pretty strong squad and still have about 40m to spend if i need. Please i really need help :S
Im currently using 4-2-3-1, but honestly, but i still cannot compete with Arsenal, manU,tottenham, Chelsea etc..

EDIT: Really need some advices... any that can make my team perform better. Like what to use in Match prep, and match preparation workload etc.
Could you guys tell me a good lineup and tactic that could work. And roles too because that might be my problem. Thanks!

(Control, Very Fluid, Short Passing, More creative freedom, Slow Tempo, High defensive line)

This is the squad and tactics i use and in my opinion it's as good as it gets for Any City team. Just use these tactics and formation with any mix of players in your team and you're all set.
