New league system resulting in players being released?

I've created a promotion/relegation system in Australia, ditching the salary cap that the a-league currently has.

I've set max squad size to 25 and max foreigner limit to 6. I don't think that's the issue although teams are letting their best players leave on free's and no other side if picking them up which is resulting in these players having to retire.

Is there a way to fix this issue?

Could the problem be with finances? From my experience, Aussie sides tend to really struggle in that department which results in a lot of free transfers & teams packed full of regens/cheap options. That combined with a database lacking enough lower type leagues to snap up the leftovers could explain the early retirements. Just a guess though.
