Newb At Editor Here! WTF Does - In Player Potential Mean?

Okay, as said above I am an editor newb! I know the basics of editor but nothing more. So I'm doing this thing with Inter and for Potential Ability, what does - something mean? Is it better then 100 or 150 or do they just absolute suck? And what's better, -8 or -3, thanks, hope to here from u ASAP!

-10 is the highest and it means a player with have PA in a certain range...look in the players section there is a sticky in there explaining it...
