No Transfer Budget With Any Team???

For some strange reason no matter which team I select at the start of the game they have £0 transfer budget but a normal wage budget. Even if I select to be teams like Man Utd, Chelsea or Man City there is still no transfer budget. I google'd for solutions but it only came up with threads of the same problem but on the 2010 version of the game. They said on that thread it could be due to changing stuff on editor but I havent used editor, iv tried uninstalling the game and reinstalling. The only things I have changed on the game is I downloaded logo's, kits, and player pics off this website but I thats not the problem as when I uninstalled the game these files were no longer in the places I put them to use. Anyone any idea? Im completly stumped and its spoiling the game for me.

untick the transfer budget box when setting up the game

probably you unticked "allow transfers in first transfer window" option when you started the game?
