No transfer window

So after selling a player for some high-ish fee. I unlocked the No transfer window on FMC which is actually quite neat.

But in abolishing the transfer window, the game thinks it is in one whole big transfer window.

So as I was the manager of Inter Milan, being in Seria A you are only allowed 2 non EU transfers. After 2 seasons I was still unable to buy any non EU players. What the ****? Has anyone else had this?

At the end on my 3rd season I decided to go to La Liga, because I was frustrated at all the other clubs buying the future non-EU stars and wonderkids.

Is there a fix? or is my game perma-bugged. Really don't want to start another game

You can unlock the No foreigner rule (whatever it is called). Should remove the 2 EU ruling

There's foreign influx but that only takes away leagues with a max foreign player rules in a match day. Nothing in regards to transfers. Correct me if I'm wrong.
