no u23s squad?

Just started a game as Preston, maybe there's an obvious reason for this but why don't I have an u23 squad? It's just main squad and u18s

I have a similar thing. I've started without any youth teams at all. I'm a semi-pro club so that might be part of the reason.

Out of curiosity, can the board add a youth team at a later date in the save?
