Not enough home grown

I am playing in the English npower League 1, and I just found out that I only have 8 home grown player in my club, so I can't registre for my upcomming season. Is there anything I can do, other than loading an old game?

can youth players be included in the total?

and if you haven't got enough, just offer some greyed out players contracts to make the numbers up (assuming that youth players can be included)
