Nothing is working. Carroll can not score!

I'm playing as liverpool in the 1st season. I have bought Hazard and Obasi, two great wingers and I would HOPE to at least see one cross go in every match.

Issue 1: Tactics are set to, play down flanks and I have set wingers attacking. Not even a glimpse of a cross or even a ball played toward the wingers to try to give a ball into the box. I have tried so many things and it is just not working.

Issue 2: Carroll is not scoring due to this. About 8 games into the season and its not happening.

What should I do? I am running out of ideas.

Is Carroll set as target man? Crossing settings- to target man? Roaming settings on Carroll to no. Wingers crossing- always and through balls never?

Just a few ideas.
