Offering players contracts before theres expires?

i know that you can offer contracts to players 6months before theres finishes.

im southampton and in january 2nd season and ive offered contracts to a few players to join at the end of the season because it gave me the option 'approach to sign', but players in england, it doesnt give me that option.

berbatov (for tutoring), gareth barry (for tutoring) and charlie austin all have 6months on there contracts but it only gives me the option to buy them, other english teams are bidding for them but teams in spain and italy have offered berbatov a contract for the end of the season???

cant you offer players already playing in the same country contracts?

Nope, annoying not. Not in England anyway.

No it isn't. I have just agreed to sign 2 Basque players from other Spanish clubs using Bilbao
