How do you make your own? i see the section on the tactics part, fill it in, save but never works :S

A little stupid, but what do you mean by "OIs over rule any other instructions"?

it's like an hierarchy, OIs are on the top, next you have PIs and finally TIs. So, PIs will overrule TIs and OIs will overrule PIs (and obviously TIs)
