Only able to offer non-contracts as semi-professional club

Hey everyone, I'm running into the problem of only being able to offer my players non-contracts.

Club: Caersws
League: JD Cymru North
Club status: Semi-professional

I can offer staff part time contracts but not players no matter what their squad status is. Anyone know how to fix this?

Can you post a screenshot? You should be able to sign to non-contract which wouldn't pay them a weekly wage and would only be bonuses.
