opare work permit

i have just brought daniel opare for chelsea in the first season and i got the work permit accepted but it still say in need of work permits so what do i have to do? do i have to send onloan to westerlo for example

I connot get my work permit accepted

i should get Darley and Emmanuel like but they keep rejecting work permits, the players accept all the offers just they cannot come to me so the transfer is canceled! why?

It gets cancelled if you do not have a feeder team for work permits I think.
