With Gotze and Wilshere, what kind of player are you looking for? They play quite differently. If you are looking for the more holding mid (someone to receive and distribute the ball) I would go with wilshere. If you want someone to make incisive runs, blistering shots go with gotze.

I dont desperately need to buy them but..

I already have Coutinho, Verratti, Shelvey plus Oxlade Chamb and others that can play there. probs going with Wilshere.

I'm not sure how Coutinho is good in FM, but he is very similiar to Gotze. I would go with Wilshere as well.
