PA or PR in Genie Scout?

Hi everybody!
Sorry if this is in the wrong section, couldn't find suitable place for it.

Now to my question:
When I look at players in Genie Scout, they can have a Potential Ability 200 but only 76-77% Potential Rating, why is this?

For example, Cesc Fabrégas has 186 PA and 84,33& PR on midfield while my regen Anatoly Kayumov has 199 PA, but only 81,17% PR in the same position.

Which one should I look at? PA or PR?
 
Take both into consideration. If I'm not mistaken, PR is representative of how fitting the player's potential stats makes them in their best suited position so your regen may very well be superior to Fabregas in stats that aren't necessarily exclusive to the midfielder position, e.g. finishing.
 
Also take into account depending on the age of the player you can train their stats in different ways to improve on certain areas.
I tend to look for players with a good compromise between the two, giving you a good start on the key stats but also enough room to improve ones you want.
 
Also your regen might not be able to reach his full potential (low profesionalism, work rate etc) thus having a lower PR.

Indeed, on a 5 year long Birmingham save on 11.1, where I was testing my training, I found a regen on Genie with 85.5% FS potential raiting, so I signed him at 17. After 3 years of training his PR had gone up to 87.25% FS, so obviously there is fair room for improvement.
