Percentage of transfer revenue made available

Mine at Dortmund is at 75% so when I get an offer of £40million for Lewandowski (he wont sign a new deal) I of course accept it and expected £30 million of it to invest in the team. But when I sell him my budget only increased to £17million which doesn't make sense. Am I missing something ?
 
This is usually something to do with the chairman of the club and the state of the clubs finances, if the chairman is tight with money they will make less available.
 
I think it means £30 million back into the club not into your budget e.g you get £30 million £17 million transfers £13 million to help balance the books :) so you can maybe upgrade facilities or stadium ect ect
 
If some or all of it was paid in instalments you will get less up front...
