Ok, so the idea behind this tactic is to make every shot count, no matter what kind of team you are playing with. Since some people like to win games for some reason, the tactic also needs to be good at defence. I used Everton as a testing ground for this tactic, but you may feel free to use any kind of team you wish. After reading the tactical theorems book, I got an idea in my mind of how it should all look like, and what needs to be done to make my players the least wastefull in terms of goalscoring, and while scoring goals, also be good at defence. I figure the team needs to play with rigid philosophy, to keep the team shape, it needs to play as narrow game as possible, through the middle, to be good at defence, but it needs to play control football with high pressure on opponent and hard tackling, to keep possesion and score loads of goals during wich time it should disrupt opponents gameplay. It also needs to suit all teams to be versatile, so I don't get hate comments of how my tactic sucks. I think I managed to do all that without much tinkering, and in under a minute using tactic creator.

This is the formation:

These are the team settings:

I've tried various formations, and you can feel free to experiment yourself, but in order for it to work, you need as many forward players (ST and AM) as possible to keep the ball in opponents half and thus create chances. If their defence is outnumbering your attack, the tactic will fail miserably. You also need fullbacks to keep them from crossing, so this is a good formation, although it doesn't look like any formation I've seen so far. Your fullbacks need to be set wide to stop their wingers, and extra width will also help you score more goals, but it will leave your defence open, so leaving the philosophy on control is prolly the best choice all around unless you have way to much possesion, and if that is the case, you need to switch to attacking, or it may backfire on you.
