Playable and View Only

Is there a way to set a new game with some leagues from a nation set to Playable and some to View Only eg. set up the Premiership, Championship, League One, and League Two as Playable and then have the Vanarama National League and The Vanarama National League North/South as View Only?

I can't seem to find a way yet it would seem insane for the game not to have that option yet I can't seem to find one.

I think the option to make it view only or playable applies directly to the country, and I've never seen any similar option available for specific leagues.

Could have missed it, though.

I think you can change the details level for each league after startup. it wont be the same I think but pretty close.
