Player cant play

I have just signed a wing back from Brazil but he can't play as his work permit was refused

Do i send him on loan to a team from the county i am in, and for how long?

You'll have to send him out the country till you can apply again or he gains nationality (EU i presume), i think Belgium an Croatia take 3 years at the lowest.
