Player not wanting to leave region

I'm trying to buy Mahmoud Dahoud from Monchengladbach but his agent won't let me enter contract talks as he doesn't want to leave the region.
Does anyone know how to get around this?

If it says in his info (doesn't prefer to play in the whatever league ) and it's your league that means you can't never ever buy him
