The game does it to young players, to simulate how hard and unpredictable it is to assume how good they will become. So essentially in any new game started, the game will give these negative PA guys a random Potential ability in the range chosen.

SO, for example, Say a player has a -9 PA. That means whenever a new save starts, he'll be given a random PA between 150-180, because the -9 range is 150-180.

The -10 range is 170-200, the -95 is 160-190, -9 range is 150-180, the -85 range is 140-170, and so on.

The youngsters don't have a set PA. So, on that screen shot that was posted a page back that shows the PA's, it shows Youri Tielemans PA as 179. Each time you do a new save, it is going to be different. Whereas Messi will be a 200 every save. Ronaldo will be 193 every save. The youngsters have negative PA's which represent a range that is could possibly be. -10 is the best. That means his PA will be something like between 170-200. But will vary each save you start. So, one save Tielemans might be a 170 and be a top end premier league player and another save he may be a 195 and develop into a once in a decade or two star.
