Players don't man-mark or intercept

Hi. I'm managing Fulham right now. Even when I use sideline commands to 'Hassle opponents' and to use tactics like Defensive, man-marking, they simply let the other players complete a lot of their passes. I know I"m not managing a top side but they can do better.

What am I doing wrong?

This is impossible to answer without knowing how you are set up or the attributes of your defensive players, you need to give us more info please
