Players out on loan with view to transfer

Apologies if this subject has been covered.

Is there a fault in the game with regards to players going out on loan with a future fee agreed?

They NEVER go through and the player ends up returning to the club!

most of the time, it is an optional fee (if the club wants to offer say the 3.8m you agreed upon prior to the loan it will automatically be accepeted).. however a lot of the time the player rejects the offer and comes back to the club

hence you answer above the club that the player is being loaned to does NOT have to offer the fee, they can if they want to
