Players rejecting contracts

Hi guys

I hope anyone can help answer this but why is that players I try to sign ask for high wages (im Ac Milan in fm 21) and reject my 'decent contract' yet they end up signing elsewhere (eg dortmund) for much less?

This is occurring problem from fm 20 where the player i try to sign ends up signing for less elsewhere but with me they try be greedy c****

Had an offer for 40m on a barcelone midfielder and they rejected only to accept a 8m offer for him 2 weeks later.

is this a bug that needs fixing because its big slap in the face when that happens
