Players to suit Tactic OR Tactic to suit Players?

Hi all,

Just want to run a poll to see what do you guys do in this situation..

Do you usually build a tactic and then buy players for it?
OR
Buy players and build tactic around the players for it?

It will be great if you can give some justification for doing so.

In my case, build a tactic to suit players. The reasons:

- One of my shortcomings is to easily identify the player's strengths and weaknesses, I feel I'm more likely to find the right formations for the players I have than the players for the formation I want.

- Not having a big interest in real football, I see FM primarily as an strategy game rather than football, so I don't look at it from what I like to see in football but how to get what I find I have to work well.

- When I start the game I have a set of players recently signed that who won't leave and a limited budget, so I usually don't have the ability to make the squad good for a type of tactic the one or two times I've thought of starting from the tactic.
