Please Help transfer capping rules

First post so apologisies if in wrong area.

I was wondering if in the editor it is possiple to set transfer caps per leagues, for example saying teams can only spend 100m per season.

I know you can set player values per league and wage caps ect.

I wanted to make a more fairer european compettion after seeing the way ajax have performed in europe this season. finanacial fair play is no use really as teams spend 300m then get banned for a eyar then do exactly the same hardly ever playing some of the players lol.

I think a rule caping transfer spemding would be a better idea rather than giving smaller teams stupid amounts of money in sponsorship.

Maybe im beeing too much but if anyone has an idea of a way to go a bout this i would incredibly grateful.

I haven't used editor for a few years but it used to be the case you could only add league rules to new Leagues you created. Try create one and see if its possible, definitely sounds good but I doubt that its possible on the current editor as I don't think teams would work out and use it efficiently.
