Pompey In Peril

I've just started a save as Portsmouth and, oh my god, what have I gotten myself into?
I've played as clubs in administration before, and had some success with the ill-fated Darlington on FM12, but I haven't a clue what to do with Pompey. Can anybody please give me an idea of where I should start trying to piece this club back together?
