Possible Bug Regarding Non-EU Players in Spain

Is this a bug?

I'm managing Valladolid. I have three non eu-players registered in my A-team.
I'm able to register two non-eu players (a Brazilian and an Argentinian) to my B-team and then move and play them in my A-team. Now I can play five non-eu players in my A-team. My B-team plays in Segunda División B.
 
Is, no a bug. In Spain, Brazil and South American players are EU Citizens quickly, less time than in other nations. If they under age of 18 then I think are agreed as be Spanish! May be wrong!

They can become Spanish citizens when they have spent two years in Spain but until then they are still Non-EU players.

If they under age of 18 then I think are agreed as be Spanish! May be wrong!

Players based in South America have to be at least 18 before they can move to an European club.
I still think it's a bug.
