Potential ability vs potential star rating help pls!

ey guys i have a question. so my regen have 194 PA but in the star ratings he just have 4/5 stars potential meanwhile another regen is 160pa but have 5/5 stars potential


shouldent 194 pa have 5/5 potential stars and the 160 4/5 ?

stars are seen from the perspective of the scout or the assistant manager, if you know the pa so you use in game editor, pa and stars are not always the same cause the players are small aged and if they dont play regularly or train well after some age i think i am not sure their pa drops... if ansu fati wasnt in barcelona maybe he wouldnt be such a good player i f you know what i mean
