I want to discuss a potential challenge. I was planning to setup a challenge where all the nations have the same youth rating and you have to manage one of the lower nations and take them to the top. I was just wondering if it was possible in say 5-10 seasons a smaller nation could win the world cup or will the bigger nations still dominate? Is it also to do with clubs in that nation and can other factors such as money and population affect this? What other factors affect regens being developed in a nation?
Any input appreciated!

Setting all the nations to the highest youth rating would mean they all have an equal chance of producing the next best player.

To rephrase that so it's more correct a regen with 200PA would have an equal chance of being from any nation.

However countries with a bigger population like China, India and Russia would produce more then tiny nations like Kiribati as they would have the same percentage of their population hitting the highest level rather than the same raw number.

Also Places like Germany, Spain and England have clubs with better facilities so a player coming through one of those clubs will progress quicker than if they came through in Nepal or Tuvalu.

And so scouting knowledge of the top clubs could also come into play as a player is more likely to be found by Barcelona, Manchester United, Bayern Munich etc. if they play in a country that they would often scout e.g. Europe, South America then an Oceania or Asian nation (with a couple of exceptions like Australia and Japan)

5 seasons might not be enough if players are genned in at age 16 then they are likely going to be 21 at best after 5 years so not fully developed, After 10 years then it should be closer but the smaller nations might struggle a little for depth due to not having the same population pool to draw on and the effects of players with duel nationalities being more likely to choose the better nation (historically and WR wise), e.g. France and what seems like half of Africa, Netherlands and Suriname, Italy and San Marino.
 
Better than actually managing, maybe you could observe whether small nations have a chance of winning a World Cup in this sort of setup. Only because our methods of squad-building are better than the AIs and it'd become a bit easier in the long run.
