I tried to sign Lamela for 31m but he went to PSG as I wasn't willing to match the 220k they were offering so I switched my attention to Bruma, I talk him up to the press and he gives the "It would be a dream to play for a club like... blah blah blah I hope this turns into a formal offer" and Gala accepts the 22mil + add on's + Giaccherini; I go to offer a contract and his agent decides he doesn't want to enter contract negotiations! So now I'm stumped as to who to go for or if it would be worth trying again in a few weeks.

Nothing much you can do when the agent is being a jackass. Hype in the media, continue making offers rather frequently, and hope the player fires his agent.
