Problem in Indonesian league

Strange I know but I like a challenge. Now according to the league and squad registration rules you're allowed "a maximum of 0 foreign players"; however when I look at other teams, some of them have a foreign player or even a few playing for them who don't even have Indonesian as a second nationality. Now I've signed a phenomenal Venezuelan defender (for Indonesian standards) but I can't register him so he's ineligible to play. However when I go on holiday for a day on game day and leave the game in charge of my assistant he's somehow able to play oO)
So does anyone know what I can do to get him to play?
