Problem signing players!

im currently playin with leeds in the prem its my first season and i have like 15mill 2 spend and im tryin 2 sign MILOS KRASIC they have accepted 12m for him im offering him higher wages than his usual club but he just keeps turning down the offer its happening with other players aswell can someone help me out please?

probably cos there at a bigger club
not all players want higher wages

i went for sidwell because some of my CM's are injured and i went for petrov aswell and the other 2 i think was,santa cruz and kalanic
