Problem with scouting!!

so when i scout players the reports all say the exact same thing: 3.5 star potential!!
and i mean every time. even 23 year old players who cost 23 million, so this cant be right!

is this a bug?????

Are your scouts good at judging potential?

Remember the ratings are relative to your squad, so if you're playing as one of the top teams on the game it'll be harder to find players that are potentially better than the ones you have.

No it isnt like that with obvious players like messi.
