producing youth HELP?!

obviously i know its important to have great facilities and youth recruitment but still i cant manage to develop my own best amazing players and and end up nabbing prospects from big european or brazilian sides. id much rather have a young player from the city im managing turn into my captain (like gerrard) rather than having to pinch one from say barca (fabregas)

is there a certain nack to doing this cos my 16 year olds with great potential, say when they hit 20, just arnt good enough

Make sure you have good youth coaches to help them, use experienced players to tutor them, send them out on loan where they will get first team action. Only accept loan bids that say 'will be part of 1st team plans'
